You can get some of the newer airband scanners for under £100, such as Intek's AR-109, which comes complete with rechargeable batteries, charger, antenna etc. The Intek AR-109 covers the civilian airband plus the 2m Amateur band, VHF Marine Band, and a few other frequencies too.
Out of the older second-hand receivers ones such a the Yupiteru VT-125 and VT-225 receivers are hard to beat. They have good sensitivity and are less prone to broadcast breakthrough. The VT-125 is civilian airband only, the VT-225 covers the military airband frequencies too.
A scanner that I would recommend, though it's a little above your budget, is the Icom IC-R20. It has dual receive, covers all modes (SSB, CW etc.) and has a built in digital recorder which can be set to record whenever the squelch is triggered by a signal, so you never miss a thing! Also, out of all of the newer scanners I've tested they are THE most sensitive receivers around. Brand new they are £321, but you can get them for under £200 if you look around eBay etc.
